[Dashboard] Search "All Courses" by Semester

Problem statement:

Admins are allowed to search Courses by Semester -- However When Instructors and Students are looking through All Courses they do not have this functionality. It would be helpful for them to be able to select a particular semester or year when browsing. 

Proposed solution:

Could a drop down be added to All Courses to limit returned results to specific semesters or years?
