[Discussions] Add ability to like discussion topic

Problem statement:

One of our teachers has suggested that both discussions and announcemnets should have the possibliity to like also the topic/announcement itself, not just the replies. This suggestion comes from a teacher who is trying to make the students participate more in discussions.

Proposed solution:

Make it possible to "like" the discussion topic and the announcements. This would make it more interesting to participate in the discussions.
