[Discussions] Meet required word count before posting to discussion

Problem statement:

Students are circumventing the "post before seeing replies" option on discussion boards by submitting a post with one letter, which reveals other students' posts. Then they read through other posts and re-write their own answers. Another problem is that students aren't meeting the word requirement before posting.

Proposed solution:

My solution is to allow instructors to set a minimum word requirement before students are able to submit their posts on a discussion board. This would not allow the students to post just one letter to see others' posts. It would also force students to meet word requirements before posting.
