[Discussions] View and restore history to assignment/discussion descriptions

Problem statement:

An assignment description (and syllabus, discussion/announcement topic) can be edited and the past versions of it are not always found in Beta/Test.

Example: Beta reset last weekend. An instructor then makes edits to their discussion topic. They need to restore an edit created after the reset but that data is unavailable now.

Proposed solution:

Add the ability to view and restore prior versions of the history of assignment descriptions (and syllabus, discussion/announcement topic) like the way Page History does. This will allow those with edit capability to view and restore their content when they can't find it in Beta/Test.
