[DocViewer] Highlight Across Page Breaks

Problem statement:

Graders cannot highlight across page breaks in SpeedGrader, but often they need to do so.

Proposed solution:

In the SpeedGrader doc viewer, it should be possible to start highlighting a section at the bottom of one page and continue that same highlighting at the top of the next without creating two "notes" or annotations.
