[Elementary] Allow teacher to rearrange navigation bar on dashboard

Problem statement:

As a teacher using the Canvas 4 Elementary Dashboard, you can rearrange the Course Navigation for the students, but not for the teacher. Modules is located at the bottom of the navigation menu when trying to edit.

Proposed solution:

Allow the teacher to be able to rearrange the navigation menu order for themselves or at a minimum move 'Modules' closer to the top of the menu. Modules is something that would be used a lot and not being able to move it closer to the top is challenging.
