The temporary enrollments release notes state that concluded courses will not appear on the list since they do not allow new enrollments. Thus, we still have to utilize a workaround to enroll users temporarily in past courses for audit/review purposes.
Provide a permission that would allow for enrollments in concluded courses. This way institutions can control if it is appropriate for a certain role to have this permission. Then, if a user has a role with this permission, allow them to make temporary enrollments in concluded courses too.
