[External Tools] Edit Overall Feedback

Problem statement:

When comments are left in the Overall Feedback section when grading the External Tools Google Assignments (LTI 1.3), I am not able to edit the comment after the assignment has been returned. It would be helpful to be able to edit and/or remove these comments as needed.

Proposed solution:

Can an option to edit be added? This option will allow for editing or removal of these comments.
