Instructors at our school need to sometimes exclude the Respondus Lockdown Browser requirement for 1 or more students who are taking an exam in a proctored environment and those proctored environments are sometimes also unable to install Lockdown Browser on their computers. One specific use case is our nursing program which has local and distance students. The distance students exams require the use of Respondus Monitor and the local students are proctored on our campus by the faculty. So, the nursing instructors enable lockdown browser for all students and then through the accommodations functionality, they exclude the local students from the requirement.
Our current LMS, (we are in the process of moving to Canvas), has the ability to exclude specific students from the Respondus Lockdown Browser requirement through what they refer to as Special Access, which is the same as where some accommodations settings are enabled for specific students. Similar functionality could be provided through the "moderate quiz" page, where the instructor could edit the quiz settings for particular students to check a box that says "Do not require Respondus Lockdown Browser for this quiz". As far as the "why", the only other way that I can see this would be possible to exclude the requirement for some students is to duplicate the quiz, assign the quizzes to the appropriate students, and this could cause issues with gradebook management.
