[External Tools] Immersive Reader subaccount control

Problem statement:

We would like to be able to control the use the Immersive Reader function on specific subaccounts, and not the entire Canvas site.

Proposed solution:

Create an option so admins can control if the Immersive Reader can be enabled/disabled in a specific subaccount.
