[Global Announcements] Reoccurring Announcements

Problem statement:

School administrators would like to have a link to the school's daily announcements visible as a Global Announcement. However, to make this work, it really would need to be a reoccurring announcement.

Proposed solution:

Add a box that could be checked to have it be reoccurring for the date run. That would allow them to show up at the top of the student's dashboard daily.
