[Global Announcements] Support Multiple Languages

Problem statement:

At our university we always create announcements in german and english. Now we add the text in both languages in one announcement that can be displayed as a long text.

Proposed solution:

Is it possible if a user choose german as the system language of Canvas the german announcement will be displayed and a user choose english or another language as the system language of Canvas the english announcement will be displayed. As an Admin I would like to create global announcements in different languages that can be shown for users who set the right language as their system language. Therefor as an admin I can choose which announcement in which language should be displayed for which user with which system language.
