[Gradebook] Eliminate counting weekends in late assignment point deduction

Problem statement:

Currently, the late penalty setting in the gradebook counts all days, including weekends and holidays, in the late penalty deduction.

Proposed solution:

I would like to see an option to not count weekends and holidays in the late policy. By giving an option, instructors can enable or disable this per class. The late policy option helps grading when you have a school-wide policy for late assignments, but I don't think it is fair that it counts weekends and holidays.
