[Gradebook] Enter Grades as Points, Display Grades as Percents

Problem statement:

When I manually grade an assignment I give points but I'd like to see the grade displayed as a percent in the grade book. This is not currently possible.

Proposed solution:

For an assignment, allow entering of points in the speed grader and displaying of percents in the grade book.
