[Gradebook] Prevent Excessive Points in an Assignment

Problem statement:

I see that a pop-up warning is quickly given and then disappears when an instructor gives a point value higher than the max allowed for an assignment. However, we had an instructor give a student 19 out of 10 points for an assignment and must have not seen the warning and the student's grades are now inaccurate.

Proposed solution:

Have an option for Canvas to not accept scores higher than the max and return an error.
