[Gradebook Settings] option to exclude an assignment group from the late policy

This idea is to allow an option in assignment group settings to exclude the group from the late penalty.

Some activities are programmed as not counted towards the grade, by using weighted grades and a 0% assignment group.  It should be possible to exclude those activities in a 0% assignment group from the late penalty.  This ability does not need to be limited to a 0% group, and so this function would give instructors the flexibility to focus the late penalty on those assignment groups for which it is relevant to their courses.

I agree.  Without the option of specifying WHICH assignment groups need a late policy, the option is unusable.

It is also important to apply late penalties ONLY to the assignment that is turned in late. (If one attempt is late and one is not, the late penalty should only be given for the late one).  With multiple attempts, late penalties need to be computed accurately.
