[Inbox] Allow Observers to Message Campus Admin from Inbox

We would like to request that observers have the ability to message campus administrators and include campus administrators with their Canvas Inbox.  Currently observers can only message teachers in the course. We have had requests to be able to include admin when messaging.

@wagnerpj63 Thanks for sharing this idea. As it moves forward for broader conversation, there is an interim solution your school can implement right away if this is a pressing need: the local Canvas admin can customize the Help menu for the account to provide a link for contacting the admin directly that would only be viewable to those enrolled in the Observer role.
