[Inbox] Turn on by default "send individual messages"

Give us the ability to turn on by default "send individual messages" when sending to more than one student.  The default should be more privacy versus less privacy.

Problem statement:

Problem: When using the Inbox to Compose a Message to my class I have to click the box option ' Send an individual message to each recipient'. This is our schools best practice model, bcc class participants.

Solution: Inbox defaults Compose Message to sending an individual message to each recipient and adds a button option to select when one wants to send message to entire class.

Example: Since I am encouraged from my district to select bcc or selecting individual student option. I sometimes forget to select this button and the message includes all the students in the Inbox message; like a cc rather than a bcc. I rather err on the side that the message only goes to the individual student if I forget to click the button to select the entire class.

Below is my message to our Online Education Department folks before getting to Canvas New Ideas. "I know that I am supposed to select the 'Send an individual message to each recipient' box when I message in the Inbox of Canvas. I know this and yet I forget every once in a while. Wouldn't it be a great feature to have this as a default and one would have to unselect instead? What can we do to get this changed?" Thank you for your time in considering this feature.

Why: Because the majority of my messages are for more than one student. It is our schools best practice that we bcc our students and not cc them when we send class messages. The current set up in Canvas Inbox is that we have to actively select the option to send to individual students, bcc. This should be the default and not an option. Thank you for your time in considering this feature.
