[Languages] Add support for the Hmong language to Canvas

Problem statement:

Our area has a large Hmong community, and we are beginning to offer courses in the Hmong language. It would benefit our users to be able to select the Hmong language for the Canvas interface.

Proposed solution:

We would like to see support for the Hmong language added to Canvas and have it be a selectable language in user account settings.

I know that language translation technology exists.  Our success and retention rates for Latinx students in asynchronous online classes is low and I am thinking language may be at least part of the problem.  So, my idea is the included language translation from English to at least Spanish, Mandarin, Vietnamese, and Farci in canvas
