[Mobile - Canvas Student] Prioritize Record Media Icon in RCE

Problem statement:

Students can't find the record media icon in the rich text editor in the student app. They don't know they need to swipe the first few icons to the left to reveal more icons because there is no indication this is possible.

Proposed solution:

Redesign the RCE so it's obvious that there are additional icons off the page.
