[Mobile - Canvas Student] "Allow Cross-Website Tracking" & "Open external tools in Safari" app configuration

Problem statement:

In the Canvas student app for ipadOS I need the ability to automatically enable "Allow Cross-Website Tracking" and "Open external tools in Safari" settings. In my case I have a fleet of shared iPads used by students where the students' courses have embedded eText that fails to launch until those settings are enabled.

Proposed solution:

Providing an app configuration option I can push with an MDM.
