[Modules] Ability to pin a module to the top of the modules page

Problem statement:

Would be useful to be able to change which module appears at the top of the modules page to prevent students having to scroll down - especially where there are weekly modules, during later weeks in the course

Proposed solution:

The ability for a teacher to temporarily pin a module to the top of the page or to set dates in a module when it will appear at the top
