[New Quizzes] Ability to Edit Question in Item Bank without a Fresh Copy

Problem statement:

After an item has been added to an item bank, it is uneditable and forces the user to make a copy when they click the pencil icon. Some information, not affecting previous responses should be editable.

Proposed solution:

When editing an item in the Item Bank, users should be able to add Outcomes, Meta Data and other options not affecting previous responses to the Quiz.
