[New Quizzes] Add Questions to a Question Bank at the Top and Bottom of Page

Problem statement:

It would be great if the + Add a Question box that appears at the top of the Question Bank could also appear at the bottom of the page, once a question has been added, so that you wouldn't have to scroll back to the beginning of the question bank and click + Add a Question.

Proposed solution:

Adding the addition +Add a Question after entering an additional question would be more efficient that having to scroll all the way to the beginning of the question bank, especially for those who add new questions to their banks each semester.
