[New Quizzes] Add RCE to Grading Notes box

Problem statement:

When adding grading keys in the grading notes box for essay question in New Quizzes, there is no way to enter anything but text. Many teachers need to be able to add formulas, diagrams, images, etc.

Proposed solution:

A simple solution would be to add a rich content editor to the grading notes box.

Problem statement:

In new Quizzes - where teachers can put "grading notes" - It would be nice to have the rich content editor as well. This would be very helpful for math and science teachers dealing with equations - subscripts, and superscript etc.

Proposed solution:

add the rich content editor in new quizzes under the "grading notes"
