[New Quizzes] Co-Teacher Quiz Stat Results

Problem statement:

Currently, Co-teachers can see statistics across different sections of a Canvas Quiz. This is an issue as many times, co-teachers should only be able to see student grades/results of the course section they are assigned to.

Proposed solution:

When downloading stats of Canvas quizzes, co-teachers, teachers, or TAs should only be able to download the stats for the sections they are assigned to. Roles are assigned to sections for a reason and shouldn't be given data outside of their section permissions.
