Currently teachers and access quizzes and change the quiz. The quiz moderate tab also does not take into consideration the section the teacher is in and shows all the students not just the students under the same section.
Add permission to new quizzes so admin can set who and who can not edit the new quizzes. Also allow for sections to be used when in the moderate tab in the new quiz. This is for privacy and you may not want other schools seeing what students are studying at other schools and their grades,
