[New Quizzes] Enter quiz responses on behalf of student

Problem statement:

As a teacher, I'd like to be able to enter quiz responses for a student from my own account. I have students who require paper-based testing due to IEP accommodations, and their data is excluded from any analytics through Canvas. Please fix.

Proposed solution:

I would like to be able to enter New Quiz responses on behalf of students so that students who receive paper-based IEP accommodations are not excluded from class data.
