[New Quizzes] File Upload button provide better context to screenreaders

Problem statement:

The screenreader announced label for the File Upload button on student view of a New Quizzes should be more clear. Currently, it just uses the instructions for the button (“Drag n’Drop here or Browse, button, group”).

Proposed solution:

We feel that it would be more appropriate to also include the question prompt from the attached question so students understand the relationship between the prompt and the file upload button.
