[New Quizzes] Floating update button for test grading

Problem statement:

When grading assessment that have manually graded answers, scrolling down to the bottom of the page to update their scores is tedious and takes up a bunch of time.

Proposed solution:

If the "Update Scores" button was floating and moved as your scrolled down. This would speed up grading quite a bit.
