[New Quizzes] Limit Item Bank Questions Added to a New Quiz Without Editing the Quiz

Problem statement:

When creating a New Quiz using Item Bank questions, you either use the blue + to select questions or the +All/Random. If a teacher wants to only add a specific number of questions from an Item Bank and the selection choice is random, they must choose the +All/Random option then "Edit" to limit the number of questions and change the point value.

Proposed solution:

A solution to this would be to have two buttons on the page. One button that adds all questions, +ALL and one button that allows you to limit the number of questions pulled from the bank, +LIMIT. Making this change would provide a better workflow and save time for teachers.
