The Instructure Product Team is working on implementing a better solution to collect your feedback. Read Shiren's blog for more information.
On new quizzes you can provide feedback based on the student's response and/or general feedback. Currently, you cannot see this feedback when editing the quiz without editing an individual item. Furthermore, there is no way to print the quiz with the feedback showing (which I would find very useful when going over commonly missed items in class).
Regarding the BUILD interface, I recommend at a minimum an icon(s) indicating if feedback has been written for an item. Ideally, there could be several small icons or a grid to somehow indicate which type of feedback has been written: Correct answer (maybe a checkmark icon), incorrect (maybe an X icon), general feedback (maybe a talk/comment icon). When printing the quiz, you can currently print blank or with answers, I would suggest a third option: With Feedback. This would print the item, with the correct answer indicated, and then the three types of feedback (if they exist) below that.
