[Notifications] Include additional course update in RSS feed (deadlines, updates to deadlines, new assignments, new discussions, etc)

Problem statement:

The RSS feed that students can use only give information on 'announcements' within a course. That is not practical because some professors don't make much use of announcements at all. If a class is in-person is where I have seen the least usage. This makes it so the RSS feed has no utility since it can only report on announcements and if announcements aren't being made then the RSS feed serves no purpose. Proposed solution:

Include additional information in the RSS feed such as notifications for

• Updates to due dates
• Creation/Unlocking new module, new discussion post, new quiz, new test, new assignment
• Reply to a discussion post

Nice to have:

• Notification that an Assignment/Discussion/Quiz/Test is due today
