[Notifications] Password Reset & Administrative Defaults

Problem statement:

Currently, administrative notifications (of which the password reset email is classified) default to a frequency of "daily summary". For a user needing to login, this is an unacceptable timeframe. This means that a student or observer cannot speak to support and receive their reset link in that moment. They may be waiting until the next day to receive the link.

Proposed solution:

Administrative notifications should be received immediately, so that the user can complete the necessary action or receive the important information in a timely manner. Waiting until the next day may be prohibitive to accomplish what is needed.
