Observer roles notifications

Can we enable the 'notifications' for oberservers. Currently these are very limited. Observers will get 'annoucements' notifications but not 'course content' or 'file' etc... This makes it very difficult to manage expectations when they are asked to set their notifications and then it doesn't apply to them.

OK, so as I explained here (https://community.canvaslms.com/ideas/1051-default-notification-settings-profiles-by-user-role ), our institution has faculty who need to observe and build upon course content from other courses.

The idea could be as simple as Level 1 - taught in 1st year and Level 2 -taught 2nd year (in our case it is normal vs abnormal).  The second year faculty need to have a full grasp of what is being taught in 1st year but not necessarily receive all notifications of what is happening during that course and content changes that occur.  

At the same time, they are also teaching classes in the second year as 'teachers'.  If you're an observer, you should be able enable notifications at the course level. 

If you are a teacher or student, then you are enabled for notifications regardless.
