Order of Global Announcements

We use Global Announcements very often, and I think two things would help the functionality:

1 - Put the + Announcement at the top instead of having to scroll to the bottom of the first page.

2 - Put them in order from most recently posted to oldest instead of having to page through to the most recent OR allow them to be filtered.

Since global announcements are now arranged from newest to oldest, can we have the new announcement button moved to the top as well?  This way, we don't have to hit another key sequence to go to the bottom of the page?

The Add Announcements button has been moved to the top of the page.

The button should be moved to the right side of the page. In the course, creating new announcement button is located on the right side. They should all have uniform locations.
