The "Account and Course Level Mastery Scales" are too rigid. Once a mastery scale has been applied to a sub-account, all outcomes in all courses for that sub-account must use that scale. If an instructor attempts to change it, then all outcomes (including sub-account-level outcomes) used in the course will be updated. This disrupts a scenario in which there may be different account-level and course-level outcomes (with different scales) that must be assessed within one course. Even at the course level, different outcomes may require different scales. Finally, even if using the same mastery scale for all outcomes, the calculation method for determining mastery may be different for each one. Particularly the "n number of times" method. There may be some minor outcomes that only require mastery to be demonstrated once, while other fundamental outcomes may require more than one demonstration of mastery. I should note that this Feature Option was enabled at my institution before I became Canvas admin. Once I recognized the limitation of this Feature Option, I wished to be able to turn it off, but I couldn't, because it would wipe out all data of outcomes that have already been assessed (I tested this).
Continue to have defined account- and course-level default mastery scales so that they can be inherited when making a new outcome BUT make it optional. In the old method of creating an outcome (w/out this feature option), the user had to define criterion ratings, mastery level and calculation method for each outcome, as described here: https://community.canvaslms.com/t5/Instructor-Guide/How-do-I-create-an-outcome-for-a-course/ta-p/862. The ideal setup would be that the user could continue to do that OR check a box that says "Use course/account default"
