[Outcomes] Outcome alignments also in quizzes next to assignments

Problem statement:

When aligning an outcome, the outcome is shown in which assignments it’s aligned but when given a quiz with a question and an outcome aligned to it, this outcome is not shown in which quizzes it was aligned

Proposed solution:

It should be possible to align an outcome in assignments as well as in quizzes
