Prior to 2022 students who did not submit an assignment could still be manually assigned a peer review, so they could get a grade for peer review even if they got zero for the main assignment. Apparently since 2022 Canvas changed this so that students who did not submit and assignment, even if you manually assign a peer review to them, cannot view peer reviews at all. So they get double penalized if they do not submit.
Go back to the pre-2022 solution where even students who do not submit can do peer reviews. And automatically assign peer reviews to everyone, whether they submitted or not.
