We want faculty members (and those that have the permissions to manage the people area) continued access in their course. It is very labor intensive to extend the date of the course (thus opening up course access to students again), communicate to the appropriate faculty members to add new people, and then close the course again. We tried circumnavigating the course end date issue by adding the instructors to a section with an extended end date beyond the class end date but this does not fix the issue. So, the problem stems from the global settings applied to the course end date. The course end date should not override the capabilities of whomever has the proper access to add users to that class. Respect site and class role permissions in the course site beyond the course end date.
