[Reports] Report of submitted but not yet graded assignments

Problem statement:

More than 1000 students and keeping track of who has submitted an assignment and the teacher or TA has not yet graded the assignment.

Proposed solution:

A report that can be exported that will list which students and which assignments have submissions that are awaiting grading.
