[Rich Content Editor] Add Course Link to Outcomes

When I'm using the Rich Content Editor and inserting a hyperlink, I'd like to be able to link to the "Outcomes" area of the course. But while the other course areas (e.g., "Home", "Announcements", "Syllabus", "Modules", etc.) appear in the "Course Navigation" section of the "Course Links", the "Outcomes" area is missing.
