[Rich Content Editor] Turn off the table editing popup

Problem statement:

When working with a table in rich text formatting, there is a table editing shortcut that pops up, allowing to add rows, columns, etc. This thing hangs out, overing the text of the top cell when trying to edit, making it impossible to read the text in that cell.

Proposed solution:

Allow us to X out of this thing or put it off the editing part of the screen.
