[Roles] Sitewide course observer without giving full admin rights

Problem statement:

Give sitewide view access to courses/grades for student services personnel. The current way is either full admin rights or to be added to each course.

Proposed solution:

Give sitewide view access to all courses/grades but not have full admin rights
