[Rubrics] Add hover over to the name of the outcome that a rubric criteria is connected to

Problem statement:

When you add an outcome to a rubric criteria, in the rubric a small part of the outcome will be displayed in blue letters. I most cases you can't read the full name of the outcome.

Proposed solution:

Please add a hover over to the outcome name, so that users can read the full name of the outcome that is connected to this rubric criteria.
