[Rubrics] Use tab or return to improve productivity in marking

Problem statement:

When we have several marking rubrics, we need to go from one rubric mark to the next by

1. remove the hand from the keyboard and grabbing the mouse
2. scrolling with the mouse to the next box
3. positioning carefully the cursors over the next box, and then
4. clicking the mouse.

This is very tedious and slows things down significantly.

Proposed solution:

We suggest that pressing Tab or Return when the cursor is in a rubric mark field results in a "jump" to the next marking rubric criteria.  This would accelerate marking!
