[SIS] Email imports should replace default value and not added as a secondary email value.

Problem statement:

When using a users.csv file to update a user's email address, it was found that the new address does not overwrite the existing address, even when Override UI changes box and Clear UI-changed state is chosen. The new email address shows up in the users' profile (only viewable when masquerading as the user) as as secondary address. This poses a problem as in our case, the original email is considered defunct in all our records and needs to be removed from the database.

Proposed solution:

There needs to be a way to replace the existing email with a new email address. Understandably, this might be achieved using the API but requires a higher learning curve for many admins. A proposal that a setting in the SIS upload that would allow email addresses to be overwritten and not added on to the existing user profile.
