[SIS] Enrollment start date and syncing categories with Power School

Problem statement:

Teachers should be able to sync their assignment categories from PowerSchool prior to their enrollment start date. Currently, PowerSchool through OneRoster requires that the primary teacher enrollment be active. Once that enrollment starts in PowerSchool teachers will be able to sync their assignment categories. Teachers spend countless hours prior to the first day of class preparing their Canvas courses and to not be able to categorize their assignments until the first day of class is not a great design.

Proposed solution:

Remove the requirement that the primary teacher enrollment be active.
