[SIS] Grade Weights for Categories SIS Sync

Problem statement:

Teachers have to enter the weights for their categories in PowerSchool, import the categories into Canvas and then enter the weights again in Canvas and ensure they match with PowerSchool.

Proposed solution:

Weights from PowerSchool (or another SIS) should automatically sync when categories are imported from PowerSchool.
