[SpeedGrader] Make peer-completed rubric available to teacher without restrictions

Problem statement:

Currently in SpeedGrader, a student's peer review rubric is only visible if a teacher has filled in the rubric, otherwise it is not displayed. This is inconvenient for teachers who want to base their own assessment on the other rubric - or at least want to keep them aligned.

Proposed solution:

Make a single peer-completed rubric available to teachers within SpeedGrader without teachers having to submit their own rubric first. This way they can check what was suggested.
